IAMAW would like to invite you to our "Rally At MacDill" on Saturday September 25, 2010 from 10:00 am to 4:00 pm near the Dale Mabry Ave. entrance of MacDill Air Force Base. The rally is in response to failing negotiations between the IAMAW and the new grounds maintenance contractor. Tried and True Corporate Cleaning (TTCC) from La Mesa, California is the new contractor doing business on MacDill Air Force Base. The failing negotiations are based on several issues, just to name a few such as seniority, work place safety, job intimidation, justice on the job plus others. Please come out and support these fine folks trying very hard to save their jobs.

Nominations for Local Lodge Officers will be held on June 8th 2010. At American Legion Post 139. 3818 W. Bay Vista Dr. Tampa, Fl. 33616. Local Lodge Meeting will begin At 5:30 PM
All Officers, President, Vice President, Recording Secretary, Secretary Treasurer, Conductor Sentinel, Three Trustees, and the selection of three Tellers.
The Election of the Local Lodge Officers will be held on July 13th 2010. At American Legion Post 139. 3818 W. Bay Vista Dr. Tampa, Fl. 33616 Polls will be open from 3 PM to 6 PM. Local Lodge meeting will begin at 5:30 PM.
August 10th 2010 Installation of Local Lodge officers Meeting will start at 5:30 PM.
Enclosed is a Request For Absentee Ballot The following is the eligibility for members to vote using an absentee ballot as stated in the IAM Constitution:
1. Members who reside in outlying areas more than 25 miles from balloting place.
2. Members who are either confined because of verified illness or on leave qualifying under U.S. and Canadian family leave Laws.
3. On Vacation.
4. On official I.A.M. business approved by the L.L., D.L. or G.L.
5. On an employer travel assignment.
6. On Military Reserve leave.
Working is not a valid reason for voting using an absentee ballot.
The Recording Secretary must receive the request by U.S. mail or in person no later than 30 days before the election.

Protest

Members of the Executive board L.L. 2915 Dave Porter of the International has been ask to investigate a protest that was filed in reference to the election on Dec 8th 2009. Mr. Porter will be here February third and fourth. I expect everyone will fully cooperate and assist him with anything he may need to conduct his investigation. Mr. Brandenstein our Secretary Treasurer will provide him with the contact information for the members involved.

As most know at this point, Chugach/ Del Jen was not awarded the rebid for the MacDill AFB contract. Your union leaders are very much aware that there are plenty of questions about our group. Our business rep's and stewards are working very hard to obtain answers and over the course of the next few weeks provide that information to our group. Stay patience and keep doing the great work you'll always done.
We would also like to welcome 24 new members to Local 2913. These fine folks are the AFSS group from Lockheed/ Martin and provide an interaction between pilots and the weather. Marc Lowther is their chief steward. Welcome brothers and sisters.

Summary Changes

Due to issue's beyond the control of Local 2915 the summary of changes for the new Chugach/Del-Jen contract have been delayed. Just has soon as the committee has received and reviewed the information from the company we will be getting these summaries to the membership. We are sorry for the delay and are working hard to get this issue resolved.

Contract Terms Reached

The negotiating committee announced that a tentative agreement has been reached with the Company. A summary of terms will be provided to the membership for their approval or disapproval towards the beginning of the week. Arrangements will be made for a vote within the next 2 weeks, dates and location will be announced on the web site and posted on the shop boards.
We need to say thanks to the committee for their hard work and effort.

Day Two

The negotiating committee met with representatives from Chugach and Del-Jen again today and have come away with a tentative agreement on the contract language regarding non-economic issues. The economical proposals were given to management towards the end of the day. Discussions will continue tomorrow.

The monthly meeting will be held as scheduled on Tuesday, May 12th at 5:00 PM. This will be an important meeting, please plan on attending.

First, the negotiation committee would like to thank all our membership for their very strong support on the strike sanction vote taken last week. Your show of solidarity will go a long way as the negotiations begin today.
Stand Tall, Stand Together

Your negotiating committee and business rep, Robert Miller met representatives from Chugach and Del-Jen today to begin the collective bargaining process. The day opened with proposals on contract language pertaining to non-economic issues. Some positive feedback has come about as open discussion between both sides continue. The committee recessed around 7PM and will convene again tomorrow.

Bylaws Accepted

The International has approved the Bylaws as submitted by Local 2915. We need to thank all the members that worked to get this issue taken care. The local will do their utmost to have these published as soon as possible.
Negotiations on the contract for the next 3 years begins next week, May 4th. We will be doing daily updates on the progress of the committee so stay tuned. Please show your support and let them know your standing behind them.

When a service contract expires, and a follow-on contract is awarded for the same service, at the same location, the successor contractor or its subcontractors often hires the majority of the predecessor's employees. On some occasions, however, a successor contractor or its subcontractors hires a new work force, thus displacing the predecessor's employees.The Federal Government's procurement interests in economy and efficiency are served when the successor contractor hires the predecessor's employees. A carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government the benefits of an experienced and trained work force that is familiar with the Federal Government's personnel, facilities, and requirements.Therefore, by the authority vested in me as President by the Constitution and the laws of the United States of America, including the Federal Property and Administrative Services Act, 40 U.S.C. 101 et seq., and in order to promote economy and efficiency in Federal Government procurement, it is hereby ordered as follows:Section 1. Policy. It is the policy of the Federal Government that service contracts and solicitations for such contracts shall include a clause that requires the contractor, and its subcontractors, under a contract that succeeds a contract for performance of the same or similar services at the same location, to offer those employees (other than managerial and supervisory employees) employed under the predecessor contract whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. There shall be no employment openings under the contract until such right of first refusal has been provided. Nothing in this order shall be construed to permit a contractor or subcontractor to fail to comply with any provision of any other Executive Order or law of the United States.

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Federal Property and Administrative Services Act, 40 U.S.C. 101 et seq., and in order to ensure the economical and efficient administration and completion of Government contracts, it is hereby ordered that:Section 1. Policy. This order is designed to promote economy and efficiency in Government procurement. When the Federal Government contracts for goods or services, it has a proprietary interest in ensuring that those contracts will be performed by contractors whose work will not be interrupted by labor unrest. The attainment of industrial peace is most easily achieved and workers' productivity is enhanced when workers are well informed of their rights under Federal labor laws, including the National Labor Relations Act (Act), 29 U.S.C. 151 et seq. EXECUTIVE ORDER- - - - - - -ECONOMY IN GOVERNMENT CONTRACTING
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Federal Property and Administrative Services Act, 40 U.S.C. 101 et seq., it is hereby ordered that:Section 1. To promote economy and efficiency in Government contracting, certain costs that are not directly related to the contractors' provision of goods and services to the Government shall be unallowable for payment, thereby directly reducing Government expenditures. This order is also consistent with the policy of the United States to remain impartial concerning any labor-management dispute involving Government contractors. This order does not restrict the manner in which recipients of Federal funds may expend those funds.Sec. 2. It is the policy of the executive branch in procuring goods and services that, to ensure the economical and efficient administration of Government contracts, contracting departments and agencies, when they enter into, receive proposals for, or make disbursements pursuant to a contract as to which certain costs are treated as unallowable, shall treat as unallowable the costs of any activities undertaken to persuade employees -- whether employees of the recipient of the Federal disbursements or of any other entity -- to exercise or not to exercise, or concerning the manner of exercising, the right to organize and bargain collectively through representatives of the employees' own choosing. Such unallowable costs shall be excluded from any billing, claim, proposal, or disbursement applicable to any such Federal Government contract.Sec. 3. All of this is helpful to us.
We only wish that these provisions would have been ordered long ago.

Welcome everyone to the new Local 2915 web site. It has taken a while, but the wait was worth it ( Thanks for all your patience...! ). As time goes by in the upcoming weeks, our Communicator Mr. Bailey will be hard at work gathering information and posting it for everyone to read. This web site will be a powerful tool for all our members so please check back as often as you can.

Negotiations for the next MacDill contract start in May and we all need to come together as a team. The membership is strongest when we work together as one.
